Garfinkle, 6 South Ridge Road(18-34)  Chris Alley presented proposed renovation plans for a five-bedroom dwelling.  The Board noted that, while the plans show five bedrooms, the system is quite old and asked that it be inspected in the course of the renovation process.

Walker, 17 South Ridge Road (18-36) Chris Alley requested permission to conduct an out-of-season soil test for a 1995 system serving an existing 2-bedroom house.  A four-bedroom system for a Main House was approved in March 1995 but never completed, as the Main House was not built.  Instead, the owners plan an addition to the two-bedroom dwelling, together with a septic system upgrade.  The Board agreed to the request.

Goats on the Landfill  The Board reviewed a note from Don Hatch with preliminary cost estimates for deploying goats to graze the Chilmark Landfill cap; the Board asked Marina Lent to follow up with Don Hatch to get further clarification of total annual cost.

Morelli, 30 Shadbush Hollow (11-3,4,5) Chris Alley presented a septic system construction permit application for a three-bedroom house which requires a variance from Chilmark Board of Health Regulations of the separation between the leaching field and the property line from 30’ to 11’.  The Board noted that there appear to be no better options on this property with its difficult soils and groundwater issues, and that the variance requested does not compromise human health, but asked that the green cards demonstrating receipt of the public hearing notice be provided to the Board of Health office prior to release of the permit.  The Board approved the application.

Beach Plum Inn   The Board initiated a post-season review of the operation of the Beach Plum Inn. Marina Lent reported from her review of the file that there appear to be three main concerns: demonstration that the food served is from an approved source; assessing the number and size of side events at the site to ensure that neither the capacity of the kitchen nor the capacity of the septic system is overreached, and attaining clarification of a video which appears to show a live sheep being slaughtered on the premises.  The Board asked Marina Lent to meet with Chris Fischer and his staff to collect information and receive clarification, and to draft a letter to BPI owners Robert and Sarah Nixon outlining the concerns of the Board and indicating our willingness to work with the BPI to resolve any outstanding concerns prior to the start of the 2015 season.

Basin Road Food Establishments review  The Board reviewed the 2002 list of food products approved under the Basin Road lease lot agreements with the Town.  While noting that enforcement of compliance with this list is not a Board of Health responsibility, the Board felt that the high customer volume and limited kitchen facilities of the Fish Markets warrant a periodic review of any changes in menu to ensure that the ready-to-go meals sold out of the markets can be safely prepared on-site.  The Board asked Marina to prepare a letter to the Fish Markets reminding them of the limitations of their establishment and indicating that the Board will keep these issues in mind in their pre-opening inspection of the 2015 season.

MVRD Representative Richard Osnoss   The Board thanked Richard Osnoss for his service representing the Board with the Martha’s Vineyard Refuse District and approved his re-appointment to an additional two-year term.  The Board asked Marina Lent to send an appointment letter.  

LoRusso, Chilmark Tavern , 9 State Road (30-85) and Chilmark Store 7 State Road (30-83)  The Board held a preliminary discussion with Kent Healy about plans to replace the well at the Chilmark Tavern and the Chilmark Store.  The Board noted that the Chilmark Tavern is an existing Public Water System, and provided Kent with the State manual outlining procedures and requirements for public water system well replacement;  the Board also noted that installing a replacement well for the Chilmark Store will require a review of whether the Chilmark Store qualifies as a public water system.  The Board noted that it might be easier to consider putting both establishments, which are under the same ownership, on a single public water system well.  

Mass Estuaries Project  The Board noted with interest that a draft of the MEP report on Chilmark Pond is available to the Town.  Members will review the report at a future meeting.

Huberman, 21 Harbor Hill Road (27.1-111)  The Board of Health office has received an as-built letter, and requested that Kent Healy provide an as-built plan prior to issuing Certificate of Compliance.

Lamb, 16 Rockrose Path (17-8.3) Title 5 Official Inspection Report – passes

Cottle, Cottle Cove Road (24-188) well completion report received – passes
